Pashtriku.org, 27. 11. 2016: (Në 104 vjetorin e Pavarësisë së Shqipërisë) – Më 28 nëntor 1912 në ora 16:00 pasdite në Vlorë, në shtëpinë e kushëririt të Ismail Qemalit, Xhemil Beut – u mbaj Kuvendi i parë Kombëtar, ku morën pjesë 42 delegatë. Në kuvend i pari foli Ismail Qemali. Sipas fletores (gazetës) ”Flamuri”, botuar në korrik-Shëndre 1952, Nr.31-36, fq.3, Romë, dhe simotrës së saj “Besa”, nânduer 1954, Nr.15, Istanbul, Ismail Qemali në kuvendin e Vlorës ka thënë (po sjellim origjinalin):
“Shqiptarët nuk e kanë harruem kurrë as gjuhën e as kombsin’e tyne, dhe prova mâ e mira janë përpjekjet dhe kryengritjet qi kanë bâmë herë mbas here e sidomos ndër këto katër vjett e fundit për të ruejtun të drejtat e zakonet e veta. Qeverija othomane nuk e kuptoi kurrë interesën e saj e nuk deshi kurrë t’u shpëblejë me të mirë Shqiptaret shërbimet e mëdhá qi i kishin bâmë. Tashti vonë pati rrëfyem nji farë deshiri qi të merrej vesht me popullin t’onë. Por prap nuk vûni të gjithë vullnetin e mirë e nuk muer të gjitha masat e nevojshme për të kënaqun e paqsuem Shqiptarët. Qe ndër këto rrethana qi plasi lufta me katër Pushtetet balkanike, të cilat kërkojshin prej saj reforma e të drejta për vllaznit e tyne të nji kombi e të nji bese. Por këto, si panë se lufta po u vente mbarë, e harruen qëllimin e parë e u muerën vesht për coptimin e pjestimin e mbretnisë e pra edhe të Shqipnisë. Shqiptarët, të cilët kishin marrë pjesë në këtë luftë mâ fort si të zott e vêndit e për të shpëtuem veten e tyne se si ushtarë, kur e panë se ushtrija e Tyrqisë u mund e s’po mûjte me qëndruem mâ, nxituen me marrë masat qi u impononte gjêndja për të shpëtuem vêndin e vet. Kështu u bâ qi un u nisa nga Stambolli e, mbasi u mora vesht edhe me Shqiptarët e Bukureshtit, vota në Vjenë, ku fillova kontaktet me ato Pushtete të mëdhá qi kanë interesa mâ të gjalla në Balkan. E mbasi nuk mbetej mâ asnji shpresë me e shpëtuem Shqipninë me armë, e vetmja udhë shpëtimi ishte të shkëputunit e saj prej Tyrqije. Ky mendim u pa me vênd edhe nga an’e Pushteteve të mëdhá e sidomos në Vjenë e në Romë. Vetëm Rusija mund të mbahet pakëz e ftohët nga shkaku i fqije t’anë slavë, por as ajo nuk e mohon kombsinë shqiptare…”

Ismail Qemali pasi foli për gjendjen dhe rrezikun në të cilën ndodhet Shqipëria, delegatët njëzëri vendosën “që Shqipëria me sot të bâhet në vehte, e lirë e e mosvarme”. Pastaj Kuvendi për Kryetar të Qeverisë së përkohëshme zgjodhi Ismail Qemalin, ndrësa për nënkryetar Dom Nikoll Kaçorrin. Pas përfundimit të punimeve në orën 17:30 Ismail Qemali bashkë me delegatët dolën në ballkonin e shtëpisë për të ngritur Flamurin, dhe me këtë rast ai mbajti një fjalim para masës së tubuar.

Mirëpo, desh Zoti, që me punën, me trimërinë dhe guximin e pashoq të Shqipëtarëvet, sot e tutje të marrin fund mjerimet dhe vuajtjet e Atdheut t’onë, sepse, këtu e kështu, jemi të LIRË të PAVARUR dhe MËVEHTE, prandaj: qeshni e gëzoni!
Për t’ia arritur kësaj dite të bardhë e të madhe, na ka ndihmuar gjaku i dëshmorëvet dhe puna e vlefshme e patriotëve t’anë dhe e të gjithë shokëvet që muarrnë pjesë në këtë mbledhje dhe e të gjithë juve, që tani po ju gufon zemëra nga gazi i madh që ndieni; mirëpo mbledhja si më plak që jam, m’a ngarkoj mua ngritjen e shënjtë të shënjës t’onë Kombëtare, të flamurit t’onë të ëndërruar e të dashur (nxjerr Flamurin, të cilin e ka të vendosur në një shtizë hekuri, natyrisht të vogël, dhe natyrisht të pshehur nën pallto dhe pasi e mba një sekondë në dorë e ngul në shtyllat e ballkonit. Amatorët (masa – sh.b), posa e shohin Flamurin, thërrasin me gëzim e me zë të lartë: Rroftë Flamuri, Rroftë Shqipërija e Lirë).
Ja, pra ky është Flamuri Ynë i kuq e me shqiponjën dykrenare të zezë në mest. Dhe tani, të gjithë bashkë, si një trup i tërë dhe i pandarë, le të punojmë për t’a mburuar (mbrojtur), për t’a përparuar e për t’a qytetëruar si i ka hije Atdhenë t’onë të Lirë.
